Mr. Larry J. Wilson was inducted into the federal government’s
Senior Executive Service in June 2003 and was named the Executive Director,
Enterprise Solutions, in Information Operations in the Defense Logistics Agency
(DLA). In his present capacity, Mr. Wilson is charged with sustaining transformational
initiatives such as the Business Systems Modernization (BSM) and complementary
systems enhancements, including the Integrated Data Environment and Customer
Relationship Management. His new organization is also responsible for enterprise
standards, program assessments, capability analyses, and customer fulfillment,
with oversight of more than 3,300 personnel worldwide. He is the chairman of
DLA’s CIO Council.
Mr. Wilson served as the Staff Director for Technology Services and Infrastructure
Support from May 2000 to May 2003. He was responsible for planning, acquiring,
and implementing the enterprise-wide technical infrastructure for DLA, which
constitutes 60% of the Agency’s $730-million annual investment in Information
Technology. Among his successful modernization programs were the Enterprise
Telecommunications Network, Demilitarized Zone for business-critical web sites,
BSM Production Center, Enterprise Licensing, and Information Assurance. He also
served as the chair of the Information Operations Panel, a board of DLA’s
IT leaders at field activities, and represented J-6 on the management team that
negotiated a new Master Labor Agreement with the American Federation of Government
Employees in 2003.
From August 1996 to April 2000, Mr. Wilson filled a number of leadership positions
in Information Technology, including Senior Internet Policy Advisor and Chief
of the Technical Architecture team, the Information Assurance team, and IT Policy,
Guidance & Oversight.
In 1996, Mr. Wilson served as a Brookings Institution Legislative Fellow with
U.S. Senator Charles S. Robb, where he focused on national security and foreign
policy issues. In 1994-95, he participated in the Defense Department’s
Executive Development Leadership Program, during which time he was a Diplomatic
Associate with the Institute for the Study of Diplomacy at Georgetown University.
From 1986 to 1994, Mr. Wilson was the Staff Director in DLA’s Office of
Public Affairs, overseeing the headquarters staff and 18 field-activity PAOs
in their conduct of speechwriting, media relations, community relations, and
command information. For ten years before that, he served as the Editor of the
refereed Defense Management Journal, DoD’s principal policy publication.
He began his federal career as an intern with the Army Materiel Command and
a writer-editor at the Army’s Atmospheric Sciences Laboratory.
Mr. Wilson has received DLA’s Meritorious Civilian Service and Exceptional
Civilian Service awards as well as an Equal Employment Opportunity Special-Recognition
award. He is a 1969 graduate of the University of Missouri-St. Louis and the
Federal Executive Institute. He is married to Dr. Sharon J. Johnson, a professor
and master’s program director at the Maryland Institute College of Art.
